Contract Resources Library (CRL)
POLICY MANUAL UPDATE
The CSU Policy Manual For Contracting & Procurement is included
as a component of the on-line Contract Resources Library (CRL)
available at www.calstate.edu/csp/. The purpose of this Bulletin and
subsequent Bulletins like it is to identify procedures for
maintenance of the manual and to provide notification of policy
revisions. Effective immediately campuses will be notified of new
policy releases via a Bulletin. The latest release number (e.g.,
#1.1) will always be shown on the cover page of the on-line policy
manual. Referencing this on-line release number will ensure the users
of any hard copies of the Manual that they are working from the most
current version.
Release #1.1
of the Policy Manual is now available at the CS&P web site. It
corrects references to reflect current Executive Order status,
corrects typographical errors, and specifically revises the
following:
Section
214 TAX-EXEMPT FINANCED TRANSACTIONS. Identifies the new role of
Auxiliary Planning and Bonds in the review and processing of
tax-exempt transactions. Enacts Executive Order 669.
Sections
216 SMALL BUSINESSES. Clarifies the certification
procedure.
Section
407 INTERAGENCY AGREEMENTS. New Code Sections are cited that
reflect amendments made during the last legislative
session.
The Policy
Manual is now fully linked via hypertext. Links are available from
either the Alpha Index or Table of Contents directly to the
designated section in the policy text. Section references citing the
California Codes, CSU Executive Orders, and other regulatory
instruments are also linked directly to the cited
reference.
The Contract
Resources Library (CRL) will continue to be updated by posting CSU
standard contracting terms, models, forms and contract glossaries as
they are developed and made available for web format. Comments and
suggestions concerning utilization and effectiveness of the CRL are
welcomed.
