This executive order is issued pursuant to Education Code Section 89035 and Board of Trustees Standing Orders, Section II(i) and consonant with Executive Order 1054.
Effective fall semester 2014, San Diego State University is authorized to establish a mandatory Student Success Fee at the rate of $50 per semester, or $100 per academic year. The fee will be assessed for summer terms beginning in 2015 at a rate of $25. An approved schedule of annual incremental increases through fiscal year 2017-18 has been established and is outlined below.
Revenue from this fee will support the following student success initiatives as part of San Diego State University’s “Building on Excellence” plan:
- Increased Tenure-Track Faculty and Course Sections
- Expanded Academic Related Programs and Services
The fee is scheduled to increase annually over the next three years in $50 per-term increments: $100 per semester in 2015-16; $150 per semester in 2016-17; and $200 per semester in 2017-18. Summer term fee rates will begin summer 2015 at a rate of $25 and increase by $25 increments culminating in a rate of $100 per summer term in 2018. Pursuant to the recommendation approved by the campus fee advisory committee, after fiscal year 2017-2018, annual increases in the fee will be adjusted according to the Higher Education Price Index (HEPI).
Ninety percent (90%) of the fee will fund additional tenure-track faculty beyond state-supported levels to provide expanded course sections thus enabling students to improve their time to graduation. The remaining portion of the fee will fund academic related programs and services designed to enrich the student experience. These supplemental programs and services will be funded on an annual basis through a comprehensive student-centered review and approval process. Any modification of the planned use of this fee to increase tenure-track faculty positions shall be communicated to the Chancellor’s Office.
Revenue and expenditure plans currently indicate that each $50 per semester increment is anticipated to support additional tenure-track faculty above campus state-supported levels: 35 positions in 2015-16; 55 positions in 2016-17; and, 80 positions in 2017-18. It is anticipated that the 80 additional faculty positions will generate 360 additional course sections annually. Future adjustment of Student Success Fee rates shall be based, at the time of consideration, on the actual costs to hire and retain additional tenure-track faculty beyond state-supported levels. The president is delegated authority under Executive Order 1054 to increase, decrease, suspend or eliminate this fee as needed.
Board of Trustees fee policy requires that the revenue generated by this fee be reviewed annually by the student fee advisory committee and reported to the Chancellor’s Office in the annual fee report. If balances exist without an expenditure plan, the campus may be asked to reduce or suspend the fee until such time that all balances are spent on the priorities indicated in this executive order.
In accordance with Section 89721(l) of the Education Code, revenue collected from student fees shall be deposited in a local trust account.
