James C. (Jim) Blackburn is Director, Enrollment Management Services for The California State University (CSU) Office of the Chancellor. He served previously as Director of Admissions and Records at California State University, Fullerton. While serving the Fullerton campus, Jim taught classes in the College of Business and Economics as well as the College of Humanities and Social Sciences. He was elected to two terms on the Cal State Fullerton Academic Senate.

As Director of Enrollment Management Services, Blackburn represents the Office of the Chancellor to campus enrollment managers, registrars, admissions officers and testing officials. He also supervises the work of Chancellors’ Office staff with regard to early assessment program coordinators, outreach directors, educational opportunity directors as well as administrators of services to the disabled, student health centers and career development.

Jim represents the CSU on several boards, councils and committees including the LAUSD’s Advisory Committee for the establishment of the UC/CSU a-g requirements as the default curriculum for high school graduation and the a-g advisory committee to the UC Office of the President.

Prior to coming to California, Blackburn served as director of admissions at public universities in Colorado, North Carolina, and Tennessee.

Jim holds academic degrees from Birmingham Southern College (A.B. 1968) and the University of Tennessee (M.Ed. 1976). His Ed.D. (1979) was earned at Indiana University in 1979.

Blackburn is the author of approximately three-dozen published papers and book reviews as well as a book chapter and over forty professional and academic presentations. As the former editor of College and University, the journal of the American Association of Collegiate Registrars and Admissions Officers, Jim has edited nearly one hundred papers in the fields of university admissions, registration, enrollment management, and student records.
