Governor Jerry Brown, ex-officio member, attended the Board of Trustees session on Tuesday, September 24 and made several statements about the likelihood that the CSU would receive additional funding in the next few years. Brown reiterated his belief that the CSU should expand access by using online course technologies to increase class size. He also stated that "critical facilities maintenance needs have to be met before we invite in another 20,000 students" [a reference to the number of qualified students denied admission to the CSU last year].
There was much discussion about “bottlenecks.” Executive Vice Chancellor Ephraim Smith mentioned a need to implement articulation of upper-division courses across the system to facilitate student progress toward degree. Associate Vice Chancellor Ron Vogel presented research on the causes of bottlenecks using data compiled from a survey of department chairs across the system and from campus enrollment data. Assistant Vice Chancellor Gerard Hanley reported on projects funded by the $10 million "online courses" money and a further $7.2 million targeting student success.
ASCSU Chair Guerin emphasized that Associate Vice Chancellor Vogel's research on bottlenecks in the CSU clearly concluded that the limited number of faculty is the primary constraint on serving more students. Chair Guerin also delivered formal requests to Governor Brown that he act promptly to appoint a faculty trustee.
CSU Chancellor Timothy White addressed what he described as the four key components of CSU's mission to provide education: Resources, People, Capacity through Technology, and Student Preparation. While acknowledging that "we won't save a penny by moving courses online," White also reiterated his intent to "serve more students by making intelligent use of technology."
