Support for Torlakson SB 44: Teacher development

RESOLVED: That the Academic Senate of the California State University (ASCSU) endorse Senate Bill 44: Teacher Development, introduced by Senator Torlakson.

RESOLVED: That the ASCSU forward this resolution to Senator Torlakson, the leadership of the California State Legislature, the Chancellor, and the Board of Trustees.

RATIONALE: The CSU has dedicated itself to providing quality teachers to meet the needs of California. The intent of SB 44 seems fully in concert with this mission and with the intent of providing students preparation for and access to various career paths. This bill will establish the California Teacher Cadet Program to be operated in conjunction with the Superintendent of Public Instruction and the Chancellor of the CSU. The program is to be established for the purpose of introducing public secondary school pupils to the teaching profession, with the promise of increasing minority participation in the teaching profession. The Chancellor of the CSU is charged with convening an advisory committee, consisting of appropriately qualified high school and college faculty and administrators, to develop a common core curriculum designed to expose and attract students to teaching careers and to develop criteria and standard for a competitive grant program to facilitate the establishment of professional development schools for teacher education. Subject to availability of funds, CSU is also directed to contract for evaluation of this program.
