Commendation of Dr. Steven Filling, Chair - ASCSU 2014-16


WHEREAS, Dr. Steven Filling has served as Chair of the Academic Senate at California State University Stanislaus, has been a member of the Academic Affairs and Faculty Affairs Committees of the Academic Senate of the California State University (ASCSU), has served as Vice
Chair of the ASCSU for two years, and most recently has provided excellent ‘canonical’ leadership as Chair of the ASCSU from 2014-2016;

WHEREAS, Chair Filling has the added distinction of serving as the Chair of the Intersegmental Committee of Academic Senates (ICAS), which is comprised of the senate leadership teams for the California Community Colleges, the California State University, and the University of California; and

WHEREAS, on being elected ASCSU chair, Dr. Filling underwent a metamorphosis akin to a pupa turning into a butterfly, from wearing knickers, t-shirts and flip flops to suits, ties and shiny shoes; and

WHEREAS, due to his commitment to the ASCSU, Chair Filling on many occasions would wake up at 2 a.m. to drive a couple of hours from Turlock (where CSU Stanislaus is located) to take flights out of San Francisco/Oakland so as to make it on time to Long Beach for various meetings that were part of his Chair duties, and drive long hours back to Turlock at the end of the day; and

WHEREAS, even with his punishing schedule and vast range of responsibilities, including ‘peripatetically’ at the Chancellor’s Office and in Sacramento, whenever someone asked how he was doing, he would reply with a cheerful, “Just peachy!” and

WHEREAS, Chair Filling can be credited with ‘zooming’ the ASCSU into the 21st century with regard to teleconferencing in interim meetings; and

WHEREAS, Chair Filling attended meetings of the 23 campus senate chairs, updating them on system-wide issues and resolutions, and in turn listening to and participating in the discussions of campus concerns related to open Presidential searches and shared governance; and helped mediate thorny issues between the CSU administration and various CSU campuses with his trademark patience, understanding, collegial interaction, and an unwavering commitment to the primacy of the faculty on matters of curriculum and academic quality; and

WHEREAS, Chair Filling made frequent visits to Sacramento to provide expertise and to testify on various Assembly and Senate bills pertinent to education in the CSU, and to advocate tirelessly for adequate funding for the CSU for the benefit of California citizens; and


WHEREAS, Chair Filling has remained steadfast in his devotion to ensuring that a quality higher education be available to all students in the CSU and to the citizens of California; and


WHEREAS, in that regard, Chair Filling served on the Extended Education Task Force, the Sustainable Financial Model Task Force, and the Massive Open Online Courses (MOOC) Task Force, concluding that MOOCs were neither massive nor open, and were of questionable quality; and


WHEREAS, Dr. Steven Filling ends his term as Chair having defended and improved the practice of shared governance in the CSU, and leaving the ASCSU in a good position for its future; therefore be it

RESOLVED: That the Academic Senate of the California State University, on behalf of the over 23,000 faculty of the CSU, thank Chair Steven Filling for his selfless devotion to the California State University and its well being, and his assiduous efforts to represent the faculty, a key constituent of the university, in various venues; and be it further


RESOLVED: That the ASCSU recognize Dr. Filling for his extraordinary commitment to access and quality in higher education in the state of California; and be it finally


RESOLVED: That the ASCSU extend to Dr. Steven Filling all best wishes in his future endeavors, await the reverse transformation to a beachcomber that is certainly likely, and now rise to demonstrate their gratitude with a most-deserved, and peachy, standing ovation.
