Forgivable Loan/Doctoral Incentive Program

 

Program Description

The Forgivable Loan/Doctoral Incentive Program provides financial assistance to graduate students and is designed to increase the diversity of persons qualified to fill instructional faculty positions at campuses of the California State University. It is a competitive program directed by the California State University but open to doctoral students at accredited universities across the country. The program provides loans to students to complete doctoral study in selected disciplines of particular interest and relevance to the CSU. Doctoral students in the program are sponsored by CSU tenure-track faculty. CSU faculty sponsorship is intended to establish early relationships between CSU academic departments and program participants, to encourage the students during their doctoral studies, and to provide experiences that will stimulate interest in a teaching career in the CSU. A major incentive for loan recipients to seek teaching positions in the CSU is that loans are forgiven at a rate of 20 percent for each year of full-time teaching in the CSU subsequent to completing the doctorate and successfully competing for a faculty position.

At the end of the 1997/98 year, approximately 1,050 students will have received loans for up to five years. Some 400 students will be continuing in the program in 1998/99. One hundred new students may be funded in 1998/99, resulting in approximately 500 students currently receiving loans.

 

Program Guidelines

1. Program Overview

This program provides financial support of up to $10,000 per year to a total of $30,000 to assist students to complete doctoral degrees. Furthermore, program participants receive professional and institutional support through a sponsorship program to increase the likelihood that they will compete successfully for faculty positions in the CSU. The financial incentive aspect of this program is in the form of a loan forgiveness provision. After completion of the doctorate, loan recipients will have 20 percent of their loans forgiven for each year that they teach as a full-time faculty member in the CSU. As of September 1997, 305 recipients had reported completion of their doctoral studies, 191 of whom subsequently held a CSU appointment, including 113 tenure-track positions.

2. Participant Eligibility

The program is open to new and continuing full-time students in doctoral programs at accredited universities. Previous enrollment in the CSU is not required. The new loan recipients must be enrolled in a doctoral program during the 1998/99 academic year. Program participants will be selected according to the selection criteria below.

3. Selection Criteria

Three criteria will be used to select participants for the Forgivable Loan/Doctoral Incentive Program:

a. Potential for Success. The applicant is evaluated on potential to complete an approved doctoral program and compete successfully for a CSU tenure-track faculty position. Considerations include the applicant's academic record, professional qualifications, and motivation to teach in the CSU; also actual acceptance into a specific doctorate program, the quality of the proposed doctoral program and the probable need for faculty in the candidate's field. This criterion is given greatest weight.

b. Faculty Sponsor's Plan of Support. The plan of support will be evaluated on the basis of how it will enhance the student's academic experience and prepare the student for a CSU faculty career.

c. Degree of Underrepresentation. Finally, consideration will be given to candidates with proposed fields of study with a projected shortfall in supply - the hard-to-hire disciplines, as well as the degree of underrepresentation in the area of study proposed by the applicant.
