An alumnus of the CSU, Glazer earned a bachelor's degree from San Diego State. While attending SDSU, Glazer also served as the president of Associated Students, the university's student governing group.

Glazer currently serves as the Vice Mayor of the City of Orinda.

First appointed to the Board in 2004 and most recently serving in the capacity of Chair, Carter has a lengthy history with the CSU, holding various roles throughout the system for over four decades.

The Board of Trustees is responsible for the governance of the 23-campus system. Under present law there are 25 Trustees (24 voting, one non-voting). Five Trustees are ex officio members: the Governor, Lieutenant Governor, Speaker of the Assembly, State Superintendent of Public Instruction and the Chancellor.

No Trustee, with the exception of the Chancellor and the Faculty Trustee, receives any salary for his or her service.
