Governor Announces Board of Trustees Appointments

Governor Jerry Brown has announced the appointments of Lupe Garcia and Hugo Morales to the California State University Board of Trustees.
Lupe Garcia has served in multiple positions at Gap Inc. since 1999, including associate general counsel, senior corporate counsel and corporate counsel. She served as an associate at Lafayette and Kumagai LLP from 1995 to 1999. Garcia is a member of the Ethics and Compliance Officer Association and the Lawyers’ Committee for Civil Rights of the San Francisco Bay Area. She earned a Juris Doctorate degree from the University of San Francisco School of Law.
Hugo Morales has been executive director at Radio Bilingüe Inc. since 1980. He served as an adjunct lecturer of the La Raza Studies Program at Fresno State from 1976 to 1979. Morales received the Edward R. Murrow Award from the Corporation for Public Broadcasting in 1999 and the MacArthur Foundation Fellowship in 1994. He earned a Juris Doctorate degree from Harvard Law School. In 2011, Morales received an honorary Doctor of Fine Arts from the CSU Board of Trustees and Sacramento State.
Both appointments require Senate confirmation. Trustees do not receive a salary for their service to the university – with exceptions for the Chancellor and the Faculty Trustee.
The Board of Trustees is responsible for the governance of the 23-campus system. Under present law there are 25 Trustees (24 voting, one non-voting). Five Trustees are ex officio members: the Governor, Lieutenant Governor, Speaker of the Assembly, State Superintendent of Public Instruction and the Chancellor.
