Reference:	Section 90000, Article 1, Chapter 8, California Education Code; 
Section 42002, Article 5, Subchapter 4, Chapter 5, Title 5, California Code of 
Regulations; Board of Trustees Resolution (RBOT 4-83-4) "Policy on 
Recognized Student Group On-Campus Housing."

In accordance with the California Education Code,

"Student housing facilities may be established and maintained at any state 
university or college for the accommodation of students of the university or 
college."

Additionally, Title 5 provides that

"Students of a campus shall have first priority to use housing facilities of that 
campus.  The president may permit others...to use such facilities only when 
student demand is insufficient to fill all campus housing facilities."

However, by resolution of the Board of Trustees,

"Campus land...shall not be used for the construction of privately owned and 
operated student housing sponsored by recognized student groups."
