Category I - Systemwide Mandatory Fees

CATEGORY I

Category I fees are mandatory fees, are charged at the same rate and for the same purpose at all campuses, and are controlled by the Board of Trustees.

Definition
Systemwide mandatory fees that must be paid to apply to, enroll in, or attend the university, or to pay the full cost of instruction required of some students by statute.

Authority
The Board of Trustees provides policy guidance for all matters pertaining to student fees and has authority for the establishment, oversight and adjustment of Category I fees. The Chancellor and Presidents cannot establish or adjust Category I fees, unless specific delegation is given by the Board.

Process
The addition of Category I fees, or adjustment of existing Category I fees can happen only after approval by the board of trustees. An agenda item is presented to the Committee on Finance for discussion and a vote. After the committee on finance votes, that recommendation is presented to the full board for their approval. Category I fees are applied the same way at all campuses.

Category II - Campus-Based Mandatory Fees

CATEGORY II

Category II fees are Campus-based mandatory fees required for enrollment, under the authority of the President once established by the Chancellor.

Authority
The chancellor is delegated authority for the establishment, oversight and adjustment of Category II fees.
The president is delegated authority for the oversight and adjustment of Category II fees. The president is not delegated authority to establish Category II fees.

Process
The president is responsible for assuring that appropriate and meaningful consultation occurs prior to adjusting any fee and before requesting that the chancellor establish a new Category II or Category III fee.
Appropriate and meaningful consultation with campus constituencies regarding Category II fees and the use of fee revenue is critical to assure that the delegated authority is exercised in a manner that is consistent with policies adopted by the board.
An advisory student referendum is the preferred method of measuring student support prior to adjusting a Category II fee or requesting the chancellor to establish a new Category II fee. The referendum may be conducted by the campus or the student body association.

If it is determined that a referendum is not the best mechanism for appropriate and meaningful consultation, and is not required by Education Code, an alternative consultation process may be utilized.

Category III - Miscellaneous Course Fees

CATEGORY III

Category III includes only miscellaneous course fees for state-support instruction.

Definition
Fees associated with state-supported courses. Specifically for materials and services used in concert with the basic foundation of an academic course offering. Also referred to as Miscellaneous Course Fees.

Authority
The chancellor is delegated authority for the establishment, oversight and adjustment of Category III fees.
The president is delegated authority for the oversight and adjustment of III fees. The president is not delegated authority to establish all Category III fees, however, the president does have authority to establish Category III fees within a range pre-established by the chancellor.

Process
Section VI.C.6 of EO 1102 allows campus presidents to establish and adjust Category III Miscellaneous Course Fees within two ranges: Up to $150 for traditional classroom instruction, and up to $3000 for courses that require field trips or travel off campus. The president is responsible for assuring that appropriate and meaningful consultation occurs prior to establishing any fee within these ranges adjusting any fee and must consult with the campus fee advisory committee prior to establishing or adjusting fees.

Category IV - State Supported Administrative Fees and Fines

Category IV fees are fees for services, use of facilities, or fines, that are collected and managed through state-supported operations.

Process
A university department needing to charge a Category IV fee, or have an existing fee adjusted, will present a proposal to the president that includes the revenue and expenditure plan, and the reasons the fee or fine is necessary. The president can then approve the fee, or make the needed adjustment. The president will then notify the campus fee advisory committee. The fee advisory committee may be consulted prior to making a decision, but the consultation is not required.

Category V - Self-Support Administrative Fees and Fines

CATEGORY V

Category V fees are any fees charged by self-support operations on campus including parking, housing or extended education.

Definition
The Student Involvement and Representation Fee (SIRF) is a voluntary student fee that will expand opportunities for student involvement and representation on issues of importance. Revenues from the fee will support student leadership, involvement, governance, and advocacy programs managed by the CSSA.

Authority
The Board of Trustees provides policy guidance for all matters pertaining to student fees and has authority for the establishment of Category VI fees. The Chancellor is delegated authority for the oversight and inflationary adjustment of this fee.

Process
The Chancellor shall consult with the CSSA prior to any Category VI Student Involvement and Representation Fee adjustments. Any decision to adjust the fee shall be reported to the Board of Trustees prior to its scheduled adjustment.
