The Land Development Review Committee (LDRC) provides advice and assistance to the campus or auxiliary organization on Public-Private Partnership projects based on the experience of other CSU campuses and auxiliary organizations and the Chancellor’s Office. A final review by the LDRC is a fundamental component of the Chancellor’s Office’s evaluation of a Public-Private Partnership project. To facilitate the LDRC’s review of such projects, periodic meetings are convened.
A. Submittals
The meeting and due dates for submission of materials by the campus or the auxiliary organization to Capital Planning, Design and Construction (CPDC) are released in a memo from the Assistant Vice Chancellor of CPDC each fall. The materials indicated below should be submitted by the campus or auxiliary organization at least two weeks prior to the LDRC meeting :
- Description of how the project will further the educational mission of the campus
- The results of due diligence studies, including:
- An assessment of risks associated with the project
- Information on the vetting of the developer and proposed development plan
- Summary of the important terms and conditions of proposed substantive agreements
- Developer’s Best and Final Offer and/or Letter of Intent, or Memorandum of Understanding, or a quantitative and qualitative Term Sheet on the partner’s letterhead
- Developer's Multiyear Pro forma (in Excel)
- Review of the developer’s multi-year financial plan
- Updated market demand study which outlines the demand for the project
- Updated appraisal
- Information demonstrating that the CSU is receiving “fair market value” for use of university property
- Proposed site plan and renderings of the project

- Legal description of site
- Update on CEQA process, of which the analysis must be completed prior to the final Board of Trustees meeting, including mitigation costs
- Detailed project schedule
- PowerPoint presentation that references all of the above
