International maritime industry leader who serves as the Executive Director of the Port of Long Beach— the second-busiest container seaport in the United States and one of the most efficient marine facilities in the world.
Appointed to the Federal Maritime Commission by President Obama in 2011, where he helped execute policies and laws and ensured fair export/import practices with countries around the world.
Served for eight years on the Long Beach Board of Harbor Commissioners, spearheading the development of the internationally recognized Green Port Policy— an aggressive, comprehensive approach to reducing harmful port-related emissions, improving harbor water quality, protecting marine wildlife, and implementing sustainable practices throughout the port.
An accomplished lawyer who practiced law for more than 30 years before his professional involvement in the maritime industry. Past member of the Long Beach Bar Association, Federal Bar Association’s Central District. Named "Attorney of the Year" by the Mexican American Bar Association in 2007.
Previously part-times faculty at Long Beach City College, where he mentored students and interns, inspiring future leaders in the fields of port operations and international trade.
