Mr. Edward Dominick Halpin is a 35-year veteran of the energy industry, with a specialization in nuclear power. A respected and effective leader, Mr. Halpin oversaw the safe and efficient operation of nuclear programs in Texas and California.

Mr. Halpin graduated with honors from the United States Naval Academy in 1983, earning a bachelor’s degree in ocean engineering. He attended Seton Hall University in 2001-2002, and graduated as valedictorian with a master’s degree in strategic communication and leadership. He went on to earn a second master’s degree in human development from Fielding Graduate University in 2010. After the military, Mr. Halpin served more than 23 years with South Texas Project Nuclear Operating Company. In 2011, he was selected as one of 12 industry leaders from the U.S. to serve on the Fukushima Steering Committee, an advisory group that oversees the industry’s response to the disaster.

Mr. Halpin joined Pacific Gas and Electric (PG&E) in 2012, where he spearheaded the company’s power generation, including natural gas, nuclear, hydroelectric and renewable sources. As senior vice president, generation and chief nuclear officer with PG&E, Mr. Halpin was responsible for the operation of the Diablo Canyon Power Plant (DCPP), located in San Luis Obispo County. During his tenure, DCPP garnered excellent generation, safety and reliability outcomes, resulting in several company and industry records. Additionally, he oversaw the decommissioning of the Humboldt Bay Power Plant and served as the lead contact with the Nuclear Regulatory Commission and the Institute of Nuclear Power Operations. Mr. Halpin retired from PG&E in 2017.

Mr. Halpin joined President Armstrong’s Council of Advisors at Cal Poly in 2015, and continues to serve as an active, passionate and trusted advisor. Mr. Halpin has worked on various economic development initiatives that positively impact Cal Poly and the San Luis Obispo region. He has always been extremely supportive and has provided leadership in an advisory capacity to Cal Poly and the local community in advancing workforce opportunities, curriculum development and sustainable avenues for maximizing opportunity and educational access to the region’s nuclear energy facility.

In recognition of his impactful leadership, advocacy and innovation in the energy industry, the Board of Trustees of the California State University and California Polytechnic State University, San Luis Obispo are proud to confer upon Edward Dominick Halpin the honorary degree of Doctor of Science.
