Systemwide Human Resources serves a pivotal role in ensuring stewardship of our greatest resource and strength–our people–and creating the best workplace environment possible is at the core of what makes the CSU one of the most respected institutions in the country and in the world. Chancellor’s Office Human Reso​urces

The Chancellor’s Office Human Resources Department provides programs and services designed to empower and support the employees of the Chancellor’s Office and to establish an environment that values excellence, diversity, innovation and teamwork. Supports employee recruitment, onboarding and retention; employee and labor relations; EEO; workers compensation; conflict of interest; classification, payroll and benefits; leaves of absence; employment policies and employee programs.

Civil Rights Programming and Services

The Chancellor’s Office Civil Rights Programming and Services unit oversees and supports the work of our Title IX and other civil rights (Title VI/Discrimination, Harassment and Retaliation (DHR)) professionals throughout the California State University system. Responsible for developing and ensuring consistent interpretation and implementation of the CSU Nondiscrimination Policy Prohibiting Discrimination, Harassment, Sexual Misconduct, Sexual Exploitation, Dating Violence, Domestic Violence, Stalking and Retaliation as well as guiding infrastructure and supporting CSU’s culture of care and compliance.

Collective Bargaining

The Collective Bargaining team works to promote a positive, productive relationship between the CSU and its more than 56,000 faculty, staff and student workers, to include over ten bargaining units.

Common Human Resources Sy​stem (CHRS)

The CHRS team is responsible for developing and implementing a single Human Resources data management system for all CSU universities. We pride ourselves on partnering with our universities by collaborating on elements of the system, and working together to achieve successful implementations.

Human Resources Management (HRM)

HRM is the largest unit within Systemwide Human Resources and oversees the areas of Systemwide Benefits, Classification and Compensation, Data Analytics and Reporting, Academic and Staff Human Resources, Payroll Operations and Data Systems, and Policy and Legislative Administration​. We also provide systemwide leadership and guidance on employment practices, solutions, organizational structure/development, employee engagement/campus climate, workers compensation, unemployment, leaves of absence, performance management, and other employment-related programs and services.

Labor and Emplo​yee Relations

Labor & Employee Relations manages grievance arbitration and campus labor relations. We act as an advocate for the CSU during arbitration hearings and provide advice for campus officials in order to ensure a productive relationship between employee unions and management.

Systemwide Learning and Developm​​ent

Committed to being the leader and synergizing force in providing results-driven learning and performance solutions by empowering CSU employees to achieve continous learning, personal growth and professional development through a diverse range of learning tools and experiences.

Office of the Vice Chan​cellor

The Office of the Vice Chancellor establishes the strategic vision, plans and communications for the division of Human Resources; as well as the operational and financial needs such as budget, employee and professional development and division-wide programs and initiatives; as well as systemwide talent acquisition strategies and programs.
